Kyrgyz President Slams Energy Minister Over Unlimited Electricity Tariffs

President of Kyrgyzstan Sadyr Japarov has sharply criticized Energy Minister Taalaybek Ibraev for introducing unlimited electricity tariffs, calling the move unacceptable amid the country’s ongoing power shortages.

Japarov warned that such initiatives could worsen social inequality and deepen divisions within society, especially as the nation prepares for the winter season when electricity demand peaks, The Caspian Post reports via Kyrgyz media.

The president has ordered an immediate halt to the tariff’s implementation and instructed officials to ensure fair and equal access to electricity for all citizens.

On November 1, 2025, the National Electric Grid of Kyrgyzstan announced temporary power consumption limits during morning and evening peak hours - reducing capacity from 5 kW to 3 kW. Shortly after, the agency stated that consumers could opt for an unlimited tariff plan priced at 3.81 soms per kWh.

The unlimited tariff, originally introduced by a Cabinet decree in 2022, allows electricity use without consumption or capacity limits - a policy now under fire amid growing energy concerns.
