Kyrgyzstan, Russia Move to Speed Up Military Equipment Deliveries

Kyrgyzstan and Russia are set to accelerate military-technical cooperation as a new protocol aimed at simplifying defense contracts has been submitted to parliament for ratification.

The draft law, introduced to the Jogorku Kenesh (parliament), seeks to approve amendments to the existing agreement on military-technical cooperation. The document was signed on November 26, 2025, in Bishkek, The Caspian Post reports via Kyrgyz media.

According to the Cabinet of Ministers, the initiative is designed to streamline procedures and reduce the time needed to prepare and approve contracts for military supplies. Authorized organizations would be able to sign agreements without lengthy bureaucratic steps, even before final supply lists are fully approved.

The changes are expected to speed up deliveries of spare parts, equipment, and military hardware, as well as improve repair, modernization, and maintenance services. The protocol also expands cooperation in training specialists and sharing technical documentation.

Officials noted that the implementation will be carried out within existing budget limits and will not require additional spending.

The protocol will enter into force after ratification by parliament and completion of all necessary internal procedures, followed by an exchange of notifications between the two countries. The order to submit the bill was signed by Prime Minister Adylbek Kasymaliev.
