Emin Agalarov, president of Agalarov Development and owner of Sea Breeze Resort, has said that construction of the Sea Breeze Uzbekistan mega-resort on the shores of the Charvak Reservoir is set to begin this spring.
Speaking to journalists, Agalarov said the launch of the all-season resort project is entering its final preparatory phase, The Caspian Post reports via Uzbek media.
He acknowledged that large-scale developments require close coordination with state authorities to properly finalize documentation and complete environmental procedures.
At present, the developer is carrying out landscaping work in the Charvak area. An investment agreement with Uzbekistan’s Ministry of Economy and Finance is expected to be signed soon. “As soon as we sign it, we will be able to complete urban planning procedures, obtain environmental, emergency, and construction approvals, and officially begin building. If everything goes well, we may see the first buildings rising this spring,” Agalarov said.
The project was first presented to President Shavkat Mirziyoyev in December 2024 as an international tourism center concept. Plans envision beaches, recreation zones, hotels, cottages, residential complexes, shops, and restaurants across 500-700 hectares on both sides of the reservoir - near Yusufkhona on the southern shore and between Yakkatut and Boladala districts on the northern side. The two sections are expected to be connected by a bridge at least one kilometer long.
Initially estimated at $10 billion, the project was formalized in June 2025 when Uzbekistan’s Ministry of Investments, Industry and Trade and Agalarov Development signed a $5 billion agreement covering 577 hectares, with 100 hectares designated for the first phase. The British architectural firm Scott Brownrigg has been engaged to develop the master plan.
The government’s investment commission later approved the joint venture Sea Breeze Uzbekistan as the best proposal for the development of the site in Bostanlyk district. The company received a 25-year land lease with preferential renewal rights. Lease payments were set at 17 billion soums, payable in installments over five years, significantly below the market valuation.
The project also includes commitments to environmental oversight. Authorities have pledged monitoring by the Ecology Committee, Emergency Ministry, Fire Safety Administration, and Urban Planning Committee. The developer has been granted permission to relocate valuable trees or plant at least ten mature trees for each low-value tree removed.
Under a special provision valid until the end of 2029, the company may begin construction simultaneously with the preparation of design and cost documentation. Compensation for affected land users will be covered through a $5 million payment to the Tashkent regional budget, along with other legally permitted funding sources.
Infrastructure development - including roads, utilities, and a cable-stayed bridge - is expected to be supported through loans and investments secured by the government before 2026.
If completed as planned, Sea Breeze Uzbekistan could become one of Central Asia’s largest tourism projects, reshaping the Charvak area into a year-round international resort destination.
