Armenian Prime Minister Nikol Pashinyan has declared that adopting a new Constitution remains a key priority for the country's parliamentary majority, linking the reform directly to Armenia's long-term stability and development.
In a message marking Constitution Day, Pashinyan said the country's Basic Law should not only define the legal framework of the state but also maintain a genuine connection with the people as the holders of national sovereignty, The Caspian Post reports via Sputnik Armenia.
According to the prime minister, a constitution must be adopted solely through the free will of the people, describing this as the essential foundation for a stable and prosperous state.
"The Constitution sets the rules by which people live, and it matters who creates those rules and how. They must be established by the will of the people through their free expression, and this is the most important prerequisite for the state's stability and development," Pashinyan said.
He argued that since Armenia gained independence, this principle has been undermined, leaving many citizens without the feeling that the country's legal order truly reflects their own will.
Pashinyan added that this disconnect has prevented many Armenians from viewing the state as a reliable instrument for protecting their security, freedom, and well-being. He stressed that constitutional reform remains firmly on the government's agenda as part of efforts to strengthen democratic legitimacy and the country's future.
