Kazakh President Amends Law on Education and Child Rights’ Protection

Head of State Kassym-Jomart Tokayev signed the Law of the Republic of Kazakhstan “On amendments to some legislative acts of the Republic of Kazakhstan on the issues of state awards, education and child rights’ protection.”

The law will amend the Code “On the marriage and family”, the Civil Procedure Code of the Republic of Kazakhstan and the laws of the Republic of Kazakhstan, The Caspian Post reports, citing Kazakh media.

“The proposed Law introduces a new form of family arrangement for children in the Code “On marriage and family” in the form of professional foster families. It also establishes the legal basis for their activities, the rights and obligations of the subjects of legal relations in this field, as well as the mechanisms of interaction between professional foster families and the authorized bodies in the field of guardianship or trusteeship, and other norms,” Senate deputy Ainur Argynbekova explains.

A provision will be introduced into the Civil Procedure Code, according to which, when adopting a child whose paternity is established by the spouse of the applicant, a conclusion of a molecular genetic examination confirming the paternity of the child must be attached.

In addition, starting from January 1, 2027, the Law introduces a licensing procedure for organizations providing services in the field of preschool education and training.
