Kazakhstan, Azerbaijan Scrap Paper Permits for Cross-Border Road Transport

Kazakhstan and Azerbaijan have agreed to fully replace paper-based permits with an electronic permit system for international road freight transport starting in 2027, marking a major step toward digitalizing cross-border logistics.

The decision was reached during a meeting of the Kazakhstan-Azerbaijan Commission on International Road Freight Transport held in Baku, The Caspian Post reports via Kazinform.

The transition to the e-Permit system is expected to simplify administrative procedures, improve transparency, and speed up the processing of international transport documents.

The two sides also reviewed the steady growth in bilateral and transit freight traffic, emphasizing the strategic role Kazakhstan and Azerbaijan play in developing international transport corridors linking Europe and Asia.

To meet rising demand, the countries agreed to exchange 6,000 electronic permits in 2026 ahead of the full rollout. They also set a preliminary quota of 28,000 permits for 2027-an increase of 12,000 compared with the previous allocation-to support growing trade volumes and strengthen economic cooperation between the two countries.
