Kazakhstan has laid out a bold and comprehensive vision for the future of artificial intelligence at the first meeting of the Council for Artificial Intelligence Development, held in Astana.
Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev presented the government’s strategic roadmap, emphasizing AI as a national priority and key driver of future growth, The Caspian Post informs via Kazakh media.
Madiyev highlighted the high-level expertise of the newly formed Council, which includes internationally renowned AI specialists, making it one of the most advanced advisory bodies of its kind globally.
“This is a truly unique group of international experts with unparalleled expertise,” Madiyev said. “Artificial intelligence is a national priority for Kazakhstan, and we are focusing on three key pillars: institutional development, infrastructure, and human capital.”
As part of its institutional efforts, Kazakhstan recently established the Ministry of Artificial Intelligence and Digital Development-an unprecedented move in the region. In addition, a draft law on artificial intelligence is currently under parliamentary review, aiming to establish legal and ethical frameworks for the responsible use of AI technologies.
Kazakhstan has already made significant progress in building AI infrastructure. In July, the country launched Alem.Cloud, the largest supercomputing cluster in Central Asia, forming the technological backbone for large-scale AI deployment.
The nation also introduced its first homegrown language models - KazLLM and Alem LLM - alongside a new national AI platform that offers access to datasets, computing power, and pre-trained language models. This platform enables individuals to develop AI agents without needing programming expertise, opening up AI innovation to a broader audience.
Looking ahead, Madiyev announced the upcoming launch of the International Alem AI Center, envisioned as a hub for global cooperation. The center will bring together experts, entrepreneurs, and government officials to drive cross-sector innovation and AI adoption.
The minister concluded by stressing the vital role of education and workforce development.
“Investing in education, training, and talent development is crucial to ensuring the successful integration of AI into Kazakhstan’s economy and society,” he stated.
Kazakhstan’s national strategy places it among a growing number of countries positioning AI at the core of sustainable economic development, digital transformation, and global competitiveness.
