Zhiyenbayev began his career in the Ministry of Finance in 2002, later moving to the Prime Minister’s Office, where he held a series of progressively senior positions, including senior expert, chief expert, chief consultant, and head of a department unit between 2005 and 2012.
From 2012 to 2013, he served as Deputy Head of the Legislation, Defense and Law Enforcement Department within the Prime Minister’s Office. He later headed the Legal Affairs Department of the Prime Minister’s Office from 2013 to 2019.
