Professor: Artificial Intelligence Must Power China–Kazakhstan Cooperation

Executive Dean of the Shanghai Academy of Global Governance and Area Studies at Shanghai International Studies University, Chinese Professor Yang Cheng has called for artificial intelligence (AI) to serve as the foundation of future cooperation among China, Kazakhstan, and other Central Asian countries.

The professor made these remarks at the Astana Think Tank Forum 2025, The Caspian Post informs via Kazakh media.

Yang stressed that the world is transitioning from an industrial epoch into an age defined by digital intelligence. In his view, this transformation is reshaping global structures and governance norms, with AI becoming a pivotal force in future economic and social development.

“Humanity stands at the threshold of a new global order shaped by digital intelligence,” he stated.

He noted that China has emerged as a leader in AI and is a key strategic partner for nations seeking to build intelligent economies. Yang emphasized that China promotes inclusive, open cooperation while carefully balancing innovation with national sovereignty and security imperatives.

AI’s Role Beyond Infrastructure and Trade

Yang highlighted that cooperation around AI offers opportunities beyond traditional sectors like infrastructure and trade.

“Kazakhstan’s decision to elevate AI governance as a national priority opens new pathways for partnerships in finance, technology, and education,” he remarked.

He proposed joint efforts to strengthen:

Digital infrastructure: cross-border networks, satellite communications, and 5G systems

Digital literacy and youth education in AI

Cooperation in AI governance frameworks

He concluded by underscoring that the future of regional collaboration lies in shared innovation and responsible digital transformation.

Kazakh Call for Equitable AI Access

Earlier during the forum, Yerzhan Ashikbayev, First Deputy Foreign Minister of Kazakhstan, called for fair and open access to AI technologies. He stressed that AI should be a tool for equal opportunity, digital sovereignty, and inclusive development globally.
