Ukraine’s Defense Ministry Intelligence Directorate has said that Russian forces are reportedly considering attacks on Ukraine’s nuclear power substations in an effort to leave civilians without electricity and heating.
“Russia is exploring options to target strategic energy infrastructure-specifically electricity transmission substations that supply Ukrainian nuclear power plants-to force Ukraine to accept unacceptable surrender demands,” the Defense Ministry Intelligence Directorate said, The Caspian Post reports via Ukrainian media.
Moscow also aims to intimidate European and Western countries, attempting to curb support for Ukraine and weaken its ability to defend critical infrastructure.
“By destroying or disabling these substations, Moscow seeks to disconnect nuclear power units from Ukraine’s unified energy system, leaving civilians entirely without light and heat,” the statement said.
Since autumn 2025, Russia has resumed its campaign of strikes against Ukraine’s energy infrastructure, leaving many Ukrainian cities without electricity and heating.
