International Atomic Energy Agency Greenlights Nuclear Power Plant in Kazakhstan’s Abai Region

The International Atomic Energy Agency (IAEA) has officially approved the proposed site for a nuclear power plant in Kazakhstan’s Abai Region, marking a major milestone in the country’s efforts to diversify its energy mix and reduce carbon emissions.

Chairman of the Nuclear Energy Agency Almasadam Satkaliyev announced during a parliamentary briefing that Kazakhstan did not make a final decision regarding the construction of a nuclear power plant in the city of Kurchatov, The Caspian Post reports via Kazakh media.

While Kurchatov is being evaluated as a promising location for a potential facility, Satkaliyev clarified that no official construction plans have been approved. “A comprehensive feasibility study conducted by the National Nuclear Center in collaboration with international experts confirmed the site’s suitability,” he said. “However, at this stage, there is no concrete decision to move forward with construction.”

He added that President Kassym-Jomart Tokayev has issued a directive to develop a science city in Kurchatov, underscoring the strategic importance of the region in Kazakhstan’s broader scientific and technological goals.

Any future nuclear projects in the Abai Region, Satkaliyev noted, would likely utilize small and medium modular reactors-technologies known for their increased safety and adaptability. He also stressed that the development process would be conducted with full transparency.

“All steps will involve mandatory public hearings, safety and environmental assessments by the Ministry of Emergency Situations and other government agencies, along with expert evaluations from international specialists,” he said. “Although the IAEA has approved the site, no nuclear power plant will be built without public support.”

Kazakhstan has already identified the Almaty Region for two planned nuclear power plants, as part of its national strategy to ensure energy security and reduce carbon emissions. The proposed Kurchatov project, if approved, would complement these broader energy diversification efforts.
