Vice President to Lead Kazakhstan if President Steps Down

Kazakhstan’s Justice Minister Erlan Sarsembayev has said that vice president will assume leadership of the country in the event of an early termination of presidential powers.

Sarsembayev made these remarks at the second meeting of the Constitutional Reform Commission, The Caspian Post reports via Kazakh media.

According to the proposal, within seven days of a president’s early departure from office, the parliament will announce presidential elections, which must be held within two months from the date of the parliamentary decision.

Sarsembayev also suggested enshrining in the new version of the Constitution that the president, with the consent of the Kurultai (People's Council), appoints the vice president and prime minister, as well as 10 judges of the Constitutional Court, six members of the Central Election Commission, and eight members of the Supreme Audit Chamber. At the same time, the president would retain the right to dissolve the Kurultai if consent for these appointments is denied twice.

“This framework serves a preventive function, encouraging political forces to seek compromise and act responsibly. Overall, the proposed model creates a balance between the president and the Kurultai, combining the head of state’s initiative with the decisive role of the MPs' corps,” Sarsembayev said.

It was previously reported that the vice president would be prohibited from serving as a member of a representative body, holding other paid positions, engaging in business activities, or belonging to political parties.

The justice minister emphasized that the proposed approach requires appointments by the head of state only with the consent of the Kurultai. This, he said, strengthens the effectiveness of the state system by making it dependent not on individual figures, but on the quality and resilience of public governance institutions.
