Kyrgyzstan is moving forward with an ambitious plan to expand its renewable energy sector, with a new draft program titled “Development of Renewable Energy Sources in the Kyrgyz Republic for 2025-2030: Distributed and Microgeneration”.
The proposed program, now submitted for public discussion by the Cabinet of Ministers, aims to accelerate the adoption of small-scale renewable energy technologies, including solar panels, solar thermal collectors, wind turbines, and mini-hydropower stations, The Caspian Post informs via Kazakh media.
These systems are intended for use in households, public buildings, and facilities operated by municipal and private entities.
Laying the Groundwork for a Green Future
The program’s primary goal is to create an enabling legal, economic, and technical environment for the development of distributed renewable energy generation across the country.
Key objectives include:
Promoting local manufacturing of renewable energy technologies
Expanding access to advanced clean energy solutions for households and businesses
Introducing national quality and efficiency standards
Improving the energy performance of buildings
Supporting gender equality and vulnerable social groups
Developing a skilled workforce and increasing public awareness
Additionally, the program underlines Kyrgyzstan’s commitment to meeting its international climate obligations, including those under the Paris Agreement, and advancing toward carbon neutrality.
Two-Stage Implementation Plan
The rollout of the program is divided into two stages:
Stage I (2025-2027): Focuses on establishing institutional frameworks, piloting initial projects, and launching financial and regulatory support mechanisms.
Stage II (2028-2030): Aims to scale up successful initiatives, integrate digital tools, and incorporate long-term support systems into the national budget planning process.
Concrete Measures for Impact
To ensure effective implementation, the program outlines several practical actions:
Commissioning energy-efficient microgeneration systems nationwide
Enhancing legal frameworks to attract domestic and foreign investment
Offering financial incentives such as concessional loans, grants, and subsidies
Creating a national certification system for both equipment and technical specialists
Enforcing energy efficiency labeling for buildings
Mobilizing the banking sector to finance renewable energy projects
The initiative is based on Article 9 of the national Law on Renewable Energy Sources and is aligned with Kyrgyzstan’s long-term strategic documents, including the Sustainable Development Strategy 2040, the Energy Program 2035, and the country’s updated Nationally Determined Contribution (NDC).
Regional Momentum
Kyrgyzstan’s push toward distributed renewable energy comes amid a broader regional shift toward sustainability. Neighboring Tajikistan, for example, has declared its intention to become fully powered by green energy by 2037.
As the global focus on clean energy intensifies, Kyrgyzstan’s new program signals a strong step toward reducing its dependence on fossil fuels, diversifying its energy sources, and ensuring a more resilient, sustainable future for the country.
