Marlen Mamataliyev has been elected Speaker of Kyrgyzstan’s Jogorku Kenesh (parliament), securing strong backing from lawmakers in a decisive vote.
Some 77 MPs supported his candidacy, while five voted against. One ballot was declared invalid and four were annulled due to damage. Mamataliyev was the sole candidate for the position, The Caspian Post reports via Russian media.
Born on March 24, 1981, in Bishkek, Mamataliyev holds degrees in information technology, finance and credit, and law. He graduated from I. Razzakov Kyrgyz Technical University, Kyrgyz Economic University, and J. Balasagyn Kyrgyz National University. He also studied public sector human resource management at Singapore’s Civil Service College and completed state governance training at the Russian Presidential Academy of National Economy and Public Administration.
His career spans both public service and the private sector. Between 2003 and 2006, he worked at the Social Fund of Kyrgyzstan and the Ministry of Economy and Finance. He later served as assistant to the ministers of finance and economic development, adviser to the first deputy prime minister, and held senior posts within parliament and the government apparatus.
From 2013 to 2018, he worked in the private sector, including as CEO of the Asia Mall shopping and entertainment center.
Since 2021, Mamataliyev has served as a deputy of the seventh convocation of the Jogorku Kenesh, leading the “Yntymak” parliamentary faction and chairing the committee on budget, economic, and fiscal policy. In 2025, he was elected to the eighth convocation from a single-mandate constituency in Bishkek’s Pervomaisky district. He also topped the parliamentary rankings for the number of laws initiated and adopted during the previous convocation.
