Official: Sea Breeze Uzbekistan Resort to Face Tough Eco-Standards

Advisor to the Uzbek Minister of Ecology Rasul Kusherbayev has said that the Sea Breeze Uzbekistan all-season resort project on the shores of the Charvak Reservoir will be subject to rigorous environmental regulations.

The project’s planning documents have incorporated feedback from environmental activists, with Agalarov Development - the Azerbaijani company leading the investment - required to meet strict conditions, The Caspian Post reports, citing Uzbek media.

Most critically, the release of sewage and wastewater into the Charvak Reservoir and Chirchik River is explicitly forbidden.

Kusherbayev stressed that the investor must implement an advanced water treatment and recycling system at its own cost. “The government decree clearly stipulates that if even a single drop of wastewater enters Charvak, construction will be suspended, the investment contract will be terminated, and the land will be confiscated,” he said.

Oversight will be heightened by the General Prosecutor’s Office to ensure all urban planning and environmental standards are fully observed. Both the Cabinet of Ministers and the Prosecutor General’s Office will ensure transparency and legal compliance throughout all project stages-from initial approvals to facility commissioning.

The Sea Breeze Uzbekistan project, presented to Uzbek President Shavkat Mirziyoyev in December 2024, aims to create an all-season resort spanning 500 to 700 hectares. The complex will include recreational zones, hotels, housing, schools, a water park, and infrastructure facilities.

Despite its ambitious scope, the project has faced considerable public opposition. Activists have expressed concerns about restricted public access to the reservoir, increased pressure on local infrastructure, and potential damage to the fragile Charvak ecosystem.
