Kyrgyzstan Names Top Security Official

Kyrgyzstan has appointed a new Secretary of the Security Council, marking a personnel decision at the highest level of the country’s security architecture.

President Sadyr Japarov signed a decree appointing Adilet Orozbekov as Secretary of the Security Council in accordance with Articles 70 and 71 of the Constitution of the Kyrgyz Republic, The Caspian Post reports via Kyrgyz media.

Born in 1978, Orozbekov graduated from the International University of Kyrgyzstan with a degree in Diplomacy and International Law and later completed studies at the Academy of the Federal Security Service of the Russian Federation. He speaks Kyrgyz, Russian, and English.

He holds the class rank of State Civil Service Counselor, 1st Class, and the military rank of colonel.

Orozbekov began his career in 2001 within the national security bodies as an operative officer, serving in various roles - including leadership positions - until 2017. Between 2007 and 2009, he was Deputy Head of a department within the Constitutional Order Protection Directorate of the State National Security Service. From 2009 to 2010, he headed the International Cooperation Department and served as Deputy Head of a division within the State Committee for National Security.

From 2012 to 2017, he worked as a chief expert at the Anti-Terrorism Center of the State Committee for National Security. He later moved to the Ministry of Foreign Affairs and the Office of the National Coordinator for the Shanghai Cooperation Organization (SCO). Between 2017 and 2019, he served as a referent at the SCO Secretariat in Beijing.

More recently, in 2023-2024, Orozbekov worked as an expert at the Situation Center of the Presidential Administration. Since December 2025, he has served as a state inspector in the department overseeing defense, law enforcement, and security within the Presidential Administration’s control directorate.
